City Code Enforcement handles Illegal dumping for the City of Spokane and Spokane County. Illegal Dumping is covered in SMC 10.08.010. Examples of illegal dumping are as follows:

Illegal Dumps on Private property Illegal dumps placed on your private property, in your garbage can or dumpster, or at your place of business can be reported to Code Enforcement. To do this you must have identification from the persons who left the items. Identification would include a license plate number, a witness who recognized the persons leaving the items or something found which identifies the persons such as an old bill, or a magazine subscription. In the latter case this ID must have a name AND address. The City does not go through illegal dumps to find these items. If you wish to report it you must find the identification. Any illegal dumps without identification become the responsibility of the property owner. Once reported, our Code Enforcement officers attempt to contact the persons who left the illegal dump in order to rectify the situation. Fines for illegal dumping are as follows: In the City: $513.00 In the County: $1000.00 and/or 90 days in jail
